How to fix the startup?

so I bought the game, downloaded it and tried to play it. it then asked me to download DirectX runtime and so I did. after it had finished I tried running it again but it kept asking me to download DirectX runtime again and again. I went through many youtube videos on how to fix it, downloaded lots of different things and restarted my computer many times. this is my first ever custom built PC and there is still lots i need but with my specs I can run this game good. My GPU drivers are all updated, my Windows OS is updated, I have searched for the last 3 hours and nothing. Is there something I am missing?

I have a geforce rtx 3060 which is up to date, ryzen 7 7700 series, corsair vengeance ddr5 ram and a MSI b650 gaming motherboard. I have a water cooler but idk how that will help lol but yeah those are the main components i have, windows 11 OS but it is also up to date. I updated everything and downloaded(safely) files that I was told to download.

Try tossing -dx11 into the games launch options by right clicking it in your Steam library, click properties, and then type that in and try launching the game again... see if its specifically dx12 causing issues.

I already had tried that. both of them and -dxlevel which is what opens my gmod. I have DirectX 12 which what it looks like the game is under but again nothing is working. I could try typing it in and restarting steam if that works but I had already tried the dx11 and 12 launch options
