in the backrooms map, turn on your flashlight and walk around. you can find some silhouettes of people. so far ive found silhouettes of a child standing, a father facing its child, and a standing man. does this have lore implications?

I've seen two different ones so far on the backrooms also noticed the "who is here?" Graffiti in multiple maps

Yes, the lore with bodycam is fairly deep. The development process was especially hard, going on UnrealEngine.com/marketplace, and spending 15 dollars on the exact map you're referring to.
