That is why there is everyone wanting to host and almost no servers. The lower your ping, the better the feel of your movement. This is like it was in the old days where ping really mattered a lot.
This is normal though and if you play for a bit you get used to it and it becomes natural to use. There is a bunch of nuance to the aim as well, with a minimal secondary wrist flick action that doesn't really move your full aim but points the gun to the side a bit. This is do to your action not being severe enough to move the weight of your whole character. This happens when you move your mouse just a bit your gun barrel will swoop a bit to the side, so you can cover two openings at once in essence.
Once again, natural and normal.
So, is he hosting? Also, what kind of connection does he have? If he is close to a node and gets like 15ms to outside servers cause he lives downtown... then yeah I can see how his experience will be better than the average person who gets like 40-80ms delay.
Try hosting a server and have your buddy connect to it and see for yourself.
