Waste of money.
When you say it looks bad, what do you mean? Because I have seen the videos of the game and YouTubers playing it and there are some bugs, yes, but it looks very good, it is perhaps the best thing about the game.
I'll probably do it, it's only 29.99 which doesn't mean anything to me, the only thing that's holding me back is that at least it asks for a 3700x and I have a 2700x although I think I have more than enough to play at 1080p.
Unless you wanna downscale the game to hell.

Your cpu is very slow, it was when it was new sadly and this game seems to have issues with AMD cpu's based purely on those complaining about issues seem to be on AMD cpu's from what I have seen.
Also, you cannot be having the best experience in all games maxed out with raytracing, unless you are on a modern 4k panel running at 1080p and not what would have to be a pretty old 1080p hdr TV, which would not be fun to game on.
