Can't get past the menu

OK, I know I have played this before a couple of years ago. I've had it for years.

Now I can't get past the menus. The cursor is stuck in the centre of the screen and the arrow keys are not working. I can see the cursor jitter around when pushing the cursor buttons but everything is stuck.

I have tried compatibility modes but no luck. Anyone with the same experience?
