Light epic helmets are now customizable stuff, and medium epic armor is heavy legendary armor, so max level character can look different from each other apart from colouring. Kinda weird changes, but it's a step in loosening a bit in p2w strategy :d
Balance is indeed ridiculous. Like, extremely ridiculous.
There is too much player separation via health difference because of levels, and the player base is being held together by a thread because no one can find a game. If you just let whatever level character play with whatever level characters, then there is no player separation, less waiting = more people playing = more money for them.
But will they do this? No. Because some devs can't think outside of the box, and deliver awesome game mechanics.
