Stuck in chapter 5 for the second time.

Speedran to act 5 ,after getting seeming softlocked first time, redoing every quest i could.
After rally i got booted to Lizas room, got handkerchief from Petya, but i don't know how to progress further. Most npcs are gone/unintractable. Anastasia seemingly reset to first interaction state at the church. After reaching twiling time i can't progress any further.

Family matters quest is empty. And can't go to town square.

What am i supposed to do?

I suggest you return to your previous save and help Kolya with the bandages (and earn his trust with the truth + a bribe to his guards) – it will save him in the end.
Because it seems you failed Kolya. 'Family Matters' – the quest to save Kolya – if it's empty now, it means your actions led to Kolya being killed.

It just booted me to apartment, after Kolya recognized Liza, after shooting. I didn't have a chance to do anything. Keeps happening too. Verified files and everything.

You need to bandage Kolya in the speeding minigame and appear at your apartment together, not just by yourself.

Maybe you don't have bandages – buy them beforehand in the shop. That might be why you can't win the minigame.

I had the exact same issue. I tried reloading my save from the morning of July 1st, but now all NPCs have disappeared and I can't progress anything. The other saves I have are from long ago, I don't know if it's worth it to replay from that previous point, I should probably wait for the game to be fixed instead.

Yeah same. Gonna wait for patch or two before trying again.
