There have been multiple topics requesting a change to how Cardiovascular Exercise works, some of which were created before the current revamp. Yet it wasn't changed at all. There's always an element of luck, but yeah, once this jerk gets a blackjack or two worth of shield, he's an absolute wall of annoyance.
