open 1200 (steam friends port) and 27,000-27,030 range. 27015 is the most important because it's the default port for the server but I think you should have the range open in case it needs to use another port.

Try to narrow down the problem, do 20,000-30,000 to make sure. Test with windows firewall off or your other anti-virus off / allow the ship or forward the ports through the anti-virus program. Also, make sure you're using the correct local IP for the forwarded ports e.g. instead of 192.168.0.X where X is 1 or 0, find the real last number for your PC in win+r>cmd>ipconfig.

try this: https://developer.valvesoftware.com/wiki/Source_Dedicated_Server
It mentions "Microsoft Network Monitor" to test if people can actually ping to those ports. That should be a good way to see if it's actually a ports problem or something else.

everything you mentioned has already been done. also my ipv4 is different than the standard 192 but yes my ports are working and open.

Oh dang I'm not really sure then. Have you tried using steam>library>tools>the ship dedicated server rather than the in-game server? Or do you need the in-game server for some specific reason? Either way, it may help narrow the problem somehow if it works.
