custom skins not working- Please help!

So, Recently I reinstalled Cs: Source. However, just before I "deleted Local Game Content," I got one of those Steam messages saying that they needed to update cs source to a "new, more efficient format". I hit OK, and steam did it's thing then finished. It was then afterwards the need to reinstall came about so I did so, and after the installation I noticed that in the Cstrike folder, many files have been turned into encrypted .VPK files. there were also no materials, models, sound etc folders anymore. Needless to say, when I then tried reinstalling some of my favourite custom skins from GameBanana by manually making the materials, models etc. folders, it simply does not work. PLease help, as I love custom skins and I really was looking forward to trying some out but now my files appear to be completely unmoddifiable.

Inside of cstrike, there is a 'custom' folder. Inside of that, create another folder like ' Skins '.
Unzip your mods (materials, sounds, scripts, models ect .. ) And drag it down to the skins folder.

Hey guys can you show me the directory to how to do that? I'm still running windows xp and I have also updated css but my skins are still not working nor do I see that "custom" folder in my cstrike folder help plz.!

Do I simply create a folder named "custom" and inside that make another one named "skins" and extract everything to there instead of the normal cstrike folder?

I've done what you said bro, thx for taking the time to respond as well. but i cant seem to make it work still I feel as if i'm doing it wrong. OHHH i just seen it its no your user name any more ? since when was this?
