How to add mods from steam?

Is it possible to add mods, skins and custom weapon models for this game

Just google CSS mods and look for a CSS mod repository site, there are hundreds of them. Find the mod you want, download it then you should get a .zip file, extract it into your game folder (usually D:\SteamLibrary\steamapps\common\Counter-Strike Source\cstrike) but make sure you put the right file in the right folder i.e. maps you download in the maps folder etc.

Unfortunately, Counter-Strike: Source doesn't have a workshop (shocking, I know) so you have to install mods the old-fashioned way.

not new have played this game years ago maybe might have 300 hrs or more

There are no official steam/valve mods for CSS. It's all third party.

There is now a custom folder in the game directory structure for placing mods. That is different from old school CSS.

It'd be more appropriate to make your own forum post but CS:GO was completely replaced by CS2, just update your game.
