Report a translation problem
You will find the option in the parameters of Steam.
Try to unlock hl2.exe in your firewall or temporarily disable the software and see, if it finds the connection.
...it's not related to your case though, cause disabling FW didn't help in solving your problem.
The last thing you can do is Clean system formatting, deleting old program files (if some apps or games were installed outside the system partition. Good step here is backing up all custom stuff and CFGs, so you won't need to set, and to download everything up from scratch again) and installing all you need in a clean way.
Important thing is making a very clean backup and what it means now. It means you need to delete everything except stuff, that is really important and usually NOT included by default in a game or a program. Mostly you just delete everything, what comes by default, but not always, so your brain is a useful factor in all this.

If you use a router check it's settings or call your provider, maybe they've blocked something.
