It's a beta server or a modded server where you need others files than original game.

In the Steam library, open the game's properties>Local Files and try to verify the integrity of game cache. If it won't work, try to reinstall the game.

Try restarting Steam and check for updates.

Reinstall CSS, and make sure all files are deleted in the common folder.

Or validate the game.

If none of the above worked, the server has been modified to run the beta versions.
