How to play v34 of css?
Can i still play the v34 of css and how, if i buy it over disk will my steam account be automatically connected and display a different css tab on my profile?

Yes, by downloading it from the internet.

No. The CD version, which is old and outdated, is not connected to Steam in any way. It's fully an standalone version of CSS as far as I know.

I'd rather buy new games from the Steam Store if I were you because the CD version is not worth it but to each their own.
