Have there ever been official Valve servers on CS:S?
Sorry if it's a dumb question, I got this game in 2018 so i don't know much about the history of it

No. All older Valve game servers are community run. Developer run game servers are done through matchmaking and Valve only introduced matchmaking into their games in 2015 and Valve run servers only exist in CS:GO (now CS2) and TF2.
