There is a command that increases/reduces the bloom rate. Try changing the values of the mat_bloom_scalefactor_scalar command (must be from 0 to 5.0).

Turn off High Dynamic Range.
You can also decrease the bloom rate by decreasing the values on the mat_bloom_scalefactor_scalar command.

HDR is "Bloom (if available)" and "Full (if Available)." If you turn off HDR, it gets rid of both.

That's HDR. Just turn it off, and if it's still a problem, change your brightness a bit.

0 is off. 1 is bloom, 2 is full HDR.
