Why is every server filled with bots?

I mean seriously it's super easy and unfun to play against.

A rather obvious reason would be the lack of a playerbase in Source.

1.6 has 10k-30k players depending if you count cracked players, versus 5k-7k players in Source.

Makes sense. Found a few servers with real players only.. they are kind of dead but oh well.
