How to change ingame name ?

What do you mean exactly? On Source, usernames are Steam, you can't set a different username like Counter-Strike or Half Life.

In the chat there is sometimes "user name changes the name to username2" This is the pseudo Steam or he has a command to change the nickname directly on Counter Strike source?

You don't have to change your Steam name. You can just run this:

Setinfo name [Value]

The previous/old version of the game let you use a different nickname, but it's no longer a feature since the major update from back in 2010.

Or you can use the alternative way and change your name without changing your Steam nickname.
