"CD Key authentication invalid for internet servers."

Ermm, I need some help with CSS. I'm getting this error whenever I try to make a LAN server: CD Key authentication invalid for internet servers. I tried verifying integrity of game files, didn't work. Neither did reinstalling CSS and Steam. I'm trying to make a local auto-bhop server (so I can practise), installed metamod, sourcemod, tickrate-enabler (for 100 tick) and I also installed the infinite-jumps plugin (everything is in their proper place). I'm launching CSS with a .bat file (source here: https://pastebin.com/78kT7Yne), but if I launch it properly from my steam library, it works (but then I don't have auto-jump). Can anyone help?
Also, weird thing: I have a ♥♥♥♥♥♥ laptop I use in the student hostel (css doesn't even reach 60+fps so I don't really use it for bhopping), but it works there (I did exactly the same things as on my main PC)
