CS:S stuck at 60 FPS - Please help!
I have tried all of the following with no resolve.

1. Made sure vsync is disabled in graphics menu and Steam settings.
2. Made sure XBOX DVR regedit is disabled. (Do not even have XBOX app on my Win10)
3. Reinstalled Steam and made sure config was brand new by disabling cloud backup in settings.
4. fps_max 300, cl_updaterate 101, cl_cmdrate 101, cl_interp 0

I am on the verge of restoring Windows, but that is my last resort option. I'm hoping someone here can help out and tell me why my Dell XPS 13 ultrabook is capped at 60 FPS.

The only thing I can think of is that a recent Win10 update caused the problem.(I do not download much on this laptop, which is why I have concluded this to be the problem.) I'm trying to uninstall all recent Windows updates through Control Panel to see if this will help, but I expect it to not work. The update I suspect that caused the issue does not grant me the "Uninstall" option.

Change settings on your video card on low maybe should help, or change settings on CS:S to low.

fps_max 0 doesn't work in CS:S, at least not for me.

does the FPS changes or shows only 60? I mean maybe the games running on high FPS.
Try putting the CS:S to the top priority in task manager.
