Looking for ChatScheme.res

I am trying to create a custom HUD, but the file I am looking for, "ChatScheme.res", doesn't appear to exist in my game directory (I even checked inside "cstrike_pak_dir.vpk")

Does anyone know where i can find it, or if they have an original copy of the file?
