Like I explained my processor and RAM are used below 70%, so changing my PC will not likely change the sudden dropping of FPS ?
Your GPU is half the performance per benchmarks of the minimum listed GPU (gtx1080).
Your GPU (gtx970) only has 4GB of vram vs the 8GB of vram listed as the minimum GPU (gtx1080).
Your PC is not strong enough for Unreal Engine 5 games unfortunately and it is time to look at either upgrading or accepting modern games will not run with acceptable performance.
I understand if at the end I will have to do that, but I want to be sure that's the problem.
For example I'm currently running spider man remastered without any single lag, but I'm also below the configuration for this game. It seems to be a very specific problem of entity that are dropping my FPS around 3-5 FPS
At the minimum you could try to switch the game to a SSD and see if your performance improves at all. The same fps issues will most likely still occur with your GPU not having enough VRAM for game assets or raw performance for consistent FPS.
you PC is old but with minimal investment in a NVME Drive you can get better performance. I used to play ASA off my SSD and my frames was not great...even with my 4060. Looking at the sky my frames also dropped to 1-4 FPS. After moving my game files to my NVME main drive, my FSP is running 100+ FPS on medium settings.
Spiderman requires minimum of GTX950 and not GTX1080. The specs are not even remotely close.
Your GTX970 is almost double the performance of the GTX950 Spiderman requires.
The GTX1080 is double the performance of your GTX970 and is what the developers said is the absolute minimum to attempt playing the game.
I realised after I checked the recommanded and not the minimum configuration, my bad.

Keep in mind ASA is currently poorly optimized and even people with high end systems have been having FPS drops.
May be worth a try..

I do have a gaming PC which is better suited but my laptop is able to play it and more accessible for me most times.
