Gravel Host server does not load when after installing Power Rangers mod

I installed the mod to my server, but it gets stuck on “connection refused, waiting for rcon connection”. Since this host automatically adds mods to the command line for the BAT file, I shouldn’t need anything to load the mod further right? Removing the mod fixes the issue, so the issue is with the mod itself, but I have not seen anyone talking about this particular issue.
