Question tho: Using local storage, does the data ever clear from it or does it continue to use system resources?

Local storage is just some text data that is saved. The data is super small -- it's just a little bit of text that includes the timer percentages, dino name, and a few small text values. The timer isn't running in the background or using resources to calculate it or anything like that. It just saves some text so that it knows when it was started. But you can clear by clicking "delete all" or clearing website data in your browser's settings.
