on singleplayer they spawn a lot slower than on servers. on servers you should have 35,000 dinos spawn within the first 5 mins of the server coming up, on SP it will only spawn what you are near and if you have -preventhibernation the first run through an area may not have much but they spawn in behind you, they've turned those spawn rates down so it can take an in-game week to fully spawn a SP map. it's good to keep something like Der Dino Finder installed just to keep up with stuff like that because sometimes it seems like stuff spawns in much slower on SP and you can kind of run around different regions to force them to hurry and spawn in
