Any expensive background programs running?
Drivers up to date?
SSD in ok state (not to old and with enough free space)?
Disable unimportant mods.
Helpful is always your full spec and as much info as possible about how you play.
E.g. singleplayer/multiplayer
moddedn/vanilla
old install (100 times updated) / fresh install
....

I'm not running it on an SSD. But that should only affect load times?
No mods running.
Single player, local, fresh install.
What settings do you play at?
AMD GPUs are weaker at raytracing as NVIDIAS and that's something you have to check. Probably mid settings at lightning and shadow need to be enough even with good AMD cards.
I have everything set to "medium" with the special lighting effects all off.
steam → help → systeminfo
and check your temps while playing.
also type
setcheatplayer true
To get additional infos like FPS before FSR3 upscaling and also your memory/gpu load.
