it sticks but is not really frozen, just the update ticker sticks for a long time
now i have to reinstall each time because it requires 300g, and my ssd is 256
the solution for this, to change 10-15 hours update time to 5 min,
is to buy a 1tb+ ssd (i will next month when i can)

every update this forum floods with these posts, since the beginning
i was stuck at 1% as well, when i saw the disk was still writing. Once the disk stopped, it went from 1% to finished. hope this helps
If your current install drive does not have the space it requires steam will temporarily move the files to another drive during the patching process and this can greatly increase the time needed especially if you have limited space everywhere.
I run the game on a very fast 2TB Nvme of which 1 TB is always free and the game updates and patches very fast with no holdup, so have a look at your free space and maximise it where you can to help with this.
