if you're on win11 it's either antivirus or one drive, if you're on win 10 it's windows defender or antivirus and if you have steam installed in a UAC folder like you've been told NOT to do, then it's just that

Hello. I'm not good at English, so I'm sorry if my understanding is wrong. I'm using Win11 and facing this problem. Am I correct in my understanding that if I both disconnect OneDrive and disable Windows Defender, the update should be successful?

Beyond some comment saying that u need to disable UAC or windows defender, the real problem here is that in general this problem only happen with this game, any other game of the steam cloud just works well, so its game's problem, right now most of the user are being affected by this, by having very long (or endless) installations...
Its fine if someone want to defend the game or the company, or just to be against the most of the people complaining for having problems, but in the end when the majority are having this problem (not a few), its not some "pc problem" or configuration issue, it's the developers's fault, we don't have to fix the problem for them.

Today's patch get to 2% installed then fails. Haven't had an issue with Ark downloads in ages but today's has me pulling my hair out.

You need to reinstall Steam en then download ASA again, had the same issue for a long time did that and it was gone after that

all my other steam games update and run fine so not about to start over on steam. will consider deleting Ark - whether i will both reinstalling is a different question with an unkown answer at this time

What discord are you looking at because the official one has an "asa-updates" channel where Patchnotes are posted almost immediatly (maybe 1 minute delay) after deploy.
Maybe check your channel & roles selection as you might have hidden the channel
