no it's not, you most likely have one drive (win11 only) or antivirus or windows defender (win10 or win11) interfering with stuff. basically, if you don't know what every single process in your task manager is doing, you aren't in actual control of your computer and stuff can and does mess with other stuff.
for the past 10 years people have been told to NEVER install a game on the desktop, in program files or any UAC-controlled folder but in the root of the drive itself but how many people reading this thread right now have steam installed in program files? probably half. games are getting to the point that people who are just smart enough to USE the computer but not understand it are going to be left on the outside looking in. modern PC gaming is like modding and requires a lot of effort on your part to keep it all working.
even in the thread i just startd telling folks step by step how to set FSR up properly, they post and say "they shouldn't have to, they're customers" so whatever i guess, i'm not low-T enough to wanna be a damsel in distress so i'll keep trying to help myself and anyone who wants it
where you got the steam folder installed, are you on win 10 or win 11, do you have any antivirus that isn't windows defender and is it all on an NVME or at least an SSD
