It's FSR3 FG that has replaced DLSS FG. The upscaling is still DLSS so far. Eventually they will add FSR 3.1 upscaling alongside the DLSS upscaler so non-RTX owners can use FSR upscaling and RTX can choose whatver they want.
FSR3 FG of course works on everything which is why the devs opted to use it.
AMD is not backing out of the gaming market. While it is true that they are not going to try to compete with Nvidia's flagship gpus, they are shifting focus to mid-range cards because flagship gpus represent less than 1% of market share.
