Premium mods how does it work

How do i install a premium mod? is it linked to my steam account once i buy it?

Click Purchase on the mod, in-game, and when you make the payment it is indeed linked to your Steam account. The game will show the mod as "Purchased" in your Installed Mods section and you can use the mod.

But if a purchase it's not throught steam

It's through the game, which is running via Steam, ergo it is linked to your account. I've bought a couple of mods in the last few days. Clicking Purchase in-game simply takes you to the website that handles payments to the modders. It's all very straightforward.
