I think they are deep sea creatures so they might get overtaken by other deep sea creatures like mosas, plesiosaurs, anglers, ammonites or just other sea creatures in general like megs which easily overtake any other creature spawns.
Make sure your server is actually updated too, not sure you’d even be able to play on it if it wasn’t but check anyway. That could also be why you’re not seeing them.

If you do use a tracker mod, I recommend Der Dino Finder.
Also, if you are playing single player, you need to have stasis disabled or you’ll likely never find one.
