Checking things like these have helped me the most with stability, FPS, and stuttering.

-undervolting CPU (AMD 7900x)
-using MSI Afterburner scanned OC for the GPU (RTX 4090)
Also using an overlay to monitor CPU & GPU stats helps to determine best settings. Goal is to push the GPU as close to %100 as possible. Anything below %80 may mean your CPU is bottlenecking the frames and isn't giving the GPU enough to do post processing wise. ASA is also not CPU efficient as it only seems to use a limited amount of cores which is why optimizing the system is an important first step.
