I stopped playing when Wildcard stopped me putting my Thyla ( big Cats ) on my Rafts, after the April Fools Day Update.
Bad AI...
Baryonyx suddenly stopping and refusing to fight for a few minutes, as well as all of them sudden swimming to the nearest new rock, and jamming their heads in them, and getting stuck.
Baryonyx has their paralysis tail sweep, the only problem, is enemy Baryonyx can do that and paralyse you.
Basilo's... as the above post mentions are good, immune to Electro-Shocks, and their shimmy attack is really powerful, they also make Oil passively. But they are shallow water Dino's only, and get crushed at depths.
(1) Go find a Basilo and aggro the mantas
(2) Swim away a bit then turn to face the mantas
(3) shoot them in the face with your xbow using regular arrows
(4) If sharks attack you can kill them the same way
(5) once the hostiles are gone you can freely passive tame the Basilo
Basilo, Tuso, 5 megs, and also mosa and Xiph are more than capable of dealing with underwatercaves
Though for hard underwater cave you need also something smaller when you use mosa or tuso as main.
For non-cave also bary and sarco is an +land-option. Deinosuchus can even deal with the caves underwater at high level.
Yes, they're "shallow" sea-creatures. BUT: the "shallowing" begins, where Plesios and the other big threads start to apear. And the crushing is not that problematic. (they heal pretty fast, too, if they reach the accoridng height again.)
But to tame them is another topic. They're ALWAYS followed by a swarm of Mantas, who aggro instantly, if you feed the basilo. So, you first need ti kill the swarm.
I think, a good sea-creature - at least to get a around very fast - is a Sarco. Tamed on land with the standard KO-method, and both very fast on land and sea AND no oxygen-stat. Only the combat in the sea is not that good imho,. although it has the deathroll-ability. But it's way faster than a Megalodon and nearly all other sea-creatures, except - maybe - the manta. But mantas aren't so aggressive and loose interest fast to my experience.
That said, I realy think, one of the best sea-creatures is realy the basilo, Especially because they're shock-immune. (and the cinderia are one of the most annoying creatures, because you often won't notice them until it's too late... At least this was the case in ASE. I've got a feeling, though, that they're much more limited in ASA at least at Island. (I didn't play Center much, and Ragnarok isn't released, yet.)
A full pack of megs is unstoppable in PvE. 2nd would be tuso because of it's speed, turning capability and combat prowess.
Early on I usually do Ichty and try to tame a plesio by abusing the water threshold and then a tuso.
