Jerboa spawns over Level 1?

Greetings, survivors!

Scorched Earth has now arrived in ASA. I noticed that the Jerboas, which originally only spawned at level 1, now seem to spawn above that level.

Is this normal or is this a bug? The Oil and Water Jug Bugs spawn at level 1 as usual.

Jerboas aren't really any more useful at higher levels, but they're still incredibly cute.
