Is it possible for my friend on XBOX game pass to play with me on Steam?

Only if playing PVE.

PC Game Pass does not have Battleye Anti-cheat and is therefor only allowed to play PVP with other PC Game Pass users.

yes , my buddy is on xboax and my brother rented a server for us all to play on , in the server setup there is a check box that enables cross play.

install a dedi server on a spare PC (learning curves ahead lol) or if powerful enough, setup up a server on your existing gaming rig you play ark on currently (downside, has to be on for your friend to join even if your are not) or as above rent a server circa £12 a month for 1 map

you can switch between maps and back and forth between asa and ase , you can also do a cluster if you want to setup the new saloon crap lol.
