Structure is too high above platform

I am building a pirate ship for my ARK base so I can go tame dinos and carry them on the ship, but I tried making sails as decoration and after I put the pillar up around 3 times it says "structure is too high above platform" I already used the INI settings so that I can build far away from the platform and build more stuff onto it but I couldn't find any to fix this. Can someone help?
