Thats a hard rule?
I thought everyone said that just because it was more convenient for the numbers.
Of the hundreds of guides out there no one makes that and so many other things clear
In ASA, you don't technically need to do this. Mutations in ASE were based off of wild levels. HP mutation on a 30HP rex -> 32HP. Same stats are easier for numbers and definitely needed for something like boss rex line or lines where you are optimizing outside of mutations.
ASA's mutations are separated. 30HP -> 1 HP mutation -> 30 + 2. This can be transferred between lines, for example, if you get a rex with 45HP you can breed into your mutation line and get 45 + 2 HP.
This is why you see three numbers in ASA vs 2 in ASE. Wild levels - Mutations - Tamed levels. One of the best changes because you're no longer hard-locked into your stats.
EDIT: For clarification, same stats are mostly used for two things: to tell when a creature has a mutation and to get the best stats together on a male/female combo. If you have a spyglass mod, the first is completely irrelevant.
