Things I'd check if I were seeing this
-Make sure game is in full screen
-Check image scaling - Nvidia Control panel
-Verify monitor refresh and resolution
-In game main menu, reset graphics to default then tweak settings (make sure scaling is 100% when done)
-check for updates Windows, chipsets, bios, SSD, etc.
-If you think it's memory related, check the bios. Make sure timings aren't using an old XMP or EXPO profile
From the image it seems the screen is rendering at lower than native resolution and not stretching. If the above isn't helping, search "game in lower than native resolution not upscaling" or something like that. My guess is it's been seen in other games and has a fix
It does have a full screen though, it just flickers between the two.
Unfortunately none of this has worked for me. I appreciate you guys giving me things to try though.
