Report a translation problem
I saw a guide on getting an FPS boost that recommended using r.Shadow.Virtual.Enable 0 as a console command. When I noticed my FPS getting lower in the evening I found that using r.Shadow.Virtual.Enable 1 seemed to resolve it, which may be the default setting. I'd recommend trying that. Feel free to let me know if you need help.
Glad I could help and see that others had solutions, too. I don't know about the torch issue, sorry.

I use Photomode and set the 'time of day' slider back to 9... (single player)
once I notice frames dipping and sun going down, i slide it back.
