Have they fixed the awful flashing lights/water flickering bug?

[Jelly Donut Galaxy]

It's hard to describe the bug, but basically at a random point in your play session, eventually the lighting of the world will start rapidly fading in and out forever, and at the same time the water engine will glitch out and start flashing random patterns along the surface. This bug is extremely hard on the eyes, and never goes away unless you lower your graphics.

Surely someone knows what I'm talking about and I'm hoping it's been fixed since the last time I've played, which was a few months ago. Does anyone know if it's been fixed or at least acknowledged?

As far as your lighting issue I sometimes get some flickering at times in the day when there is a big change in world lighting (like sunrise or when clouds clear) but it's usually a temp thing and clears without me having to do anything.

Turn global illumination to low or medium. After while you can turn back and repeat as necessary

nvidia rtx 4070, intel 15-13600k 32gb ram
I don't really need to list more. my pc is strong enough to run this game, in fact if I put it to max it runs fine, including the dlss frame generation stuff. The only problem besides crashes is this one.
