Need Help Please

Been trying for the last two days to get "ServerAdminPassword" to work on SteamCMD server. Everything is working great even mods just can't get "EnableCheats (password)" to work on server. I have looked threw all the Discussions and have tried many different suggestions with no luck. I will put my GameUserSettings.ini and my batch below. Thank you for any help this is driving me crazy.

You got a lot of redundancies in your batch file.

TheIsland_WP?listen - NoBattleye, mods=(modIDs) and -WinLiveMaxPlayers=(maximumplayers) can stay,
the rest can be deleted and configured in the GameUserSettings.ini

That may resolve possible issues.
