Sounds like you can play the game, but you just can't play it at High graphics settings. Pretty sure you just turn the grass of though because you prefer it that way (I do too). I run many settings on low or disabled, but the grass, I just turn off because I don't like how it makes if so hard to find things like the corpse of something I just killed, or it completely hides that compy I hear nearby but can't find.
My PC is from 2019 (I think 3 years old), but was only $1200 or so after a few upgrades I did to it. It runs the game good enough for me. I get 40 - 50 fps and I'm fine with that.
I have the 1060 Ti. It runs great (on low settings like I said) with or without grass. It did take me tweaking quite a few settings to get to this point. I think about a week of trying different things until it ran smoothly. I don't mess with it now. When the game is more optimized, I'll visit the settings again. I don't do any of the settings from the console now except the grass. I also turn off fog when I want to see the Supply Loot drops way off in the distance and of course I like to mess with gamma sometimes.
I did get my wife a new PC. She can run the game at medium settings and some higher. She doesn't play much, so after Christmas, I might start using her PC, so it might kind of be a gift to myself :)
