There is one issue you might be experiencing though. When you're at a very low FPS like that, try going into settings, pick any setting, change it, change it right back and hit Save. See if that helps.
For many of us, we'll suddenly find our FPS about halves and the above fix sorts it out.
Out of interest, what resolution are you playing in, as that makes a big difference? If you're in 4K, could explain things.

What do you mean about this exactly?
There's some sort of bug, often triggered at dawn/dusk, that means our typical FPS pretty much halves. Mine tends to drop from about 30FPS average down to about 15FPS average.
It can be fixed (Until the next time) by simply opening your settings, changing one of the settings, changing it straight back without saving, (I change Advanced Graphics from Epic to High then back to Epic), then hitting save.
Something about the saving part sorts the problem out, even though no settings have actually been changed from before the save.
DLSS should help improve FPS a lot, bear in mind that it has different sub settings, you could try it on Balanced first.
I'm not an expert in this by any means, but essentially it makes the GPU draw a lower resolution, then AI upscales it from that. It has ups and downs, but the general idea is it gives a lot better FPS with some negative visual impacts in certain situations.

I understand the 2 hour time limit, though, I do agree that especially with Early Access games, perhaps there should be a little more leeway as standard. That said, it is still possible to get a refund outside of the usual constraints, though, not guaranteed;
"Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours. Even if you fall outside of the refund rules we've described, you can submit a request and we'll take a look at it."
Sorry it hasn't worked out for you, hopefully we'll see some improvement from the game's performance and even GPU drivers in the nearish future and you'll be able to give it another go.

You have desktop, right? So no mobile 3070? And its 2x 16 GB RAM?
We have the same system, except CPU (i5-10600k) but they are basically on the same line.
I can easily get 60 FPS+ with low settings.
Well I just installed the new nvidia driver made no difference and RDR2 runs fine. I am thinking in the same direction as you though.
Well, its not the game either in terms of performance. Because I can get 60+ FPS and lowest (for example Redwood/Swamp area) around 35 FPS. And we basically have the same system. Others with 3070 also had way more FPS. Even people with 3060 Ti have more FPS.
You didn't answered the other questions. For example a single channel RAM would be fast enough to feed the CPU for RDR2 for stable frames. And single channel RAM is a common issue.
Besides of that, what was your GPU usage? If its low, something bottlenecks you hard if you only get around 10 FPS. Because 10 FPS is not even close to normal even considering the bad optimization. Like I said, I get 5-6x more FPS with the same card, without all this commands (except Fog and Clouds). And even with DLSS off my FPS are 4-5x higher.
Did you try to reinstall the game too (or verifying? Maybe Steam f*cked up with the installation.
