LOL. This made me laugh. You are assuming they are integrating the expansion pack in with the game instead of it being some clunky add on (which is much more likely).
Really, until they released the game to the general population to hammer hard, they probably had no idea it was such a mess. Once that reality sunk in, they ended up spending more time than expected fixing it before they could move on to finish up Scorched Earth.
At least this is my hope. Would really suck if they release Scorched Earth and the game is still crashing with rollbacks. Scorched Earth is a much more dangerous place where if you are in the wrong location, a rollback means certain death.
How would that even work in PVP?
