You'll probably see all the items added for everyone through mods and custom maps too, so even the above scenario will only be on Officials.
No, the OP just made that up to make this seem like it really might be a problem. Favorite pastime here is to exaggerate the problem and then complain about it.
This pack is completely optional. I doubt there will be any advantage to owning it. There is a wagon in it, but most likely it will be more annoying to use than it will actually be useful.
I also doubt modders will be able to add this stuff if it is in a paid DLC. They have already removed several mods for violating whatever agreement you sign on to when you use CurseForge. Pretty sure you can't make mods to make their paid DLC useless.
I am not sure about ASA but I know there were so many mods on ASE that would allow you access to DLC map only dinos and gear/structures while not being on the DLC map.
The game itself without the help of mods exposed most gear for the player, but behind a level requirement. Like net projectile that was only available after it was first released on Genesis. Some mods for ASA are making things like the net projectile available by porting it from ASE to ASA. That seems to be allowed because it will make its way into ASA eventually. Dinos in mods are also in game, but just maybe not on that particular map normally.
This new DLC has items that will never be on any map and are only available in the DLC. Most modders only add things they find in the devkit. Who knows if these items like the cowboy outfits will actually be in the devkit. I'm thinking they will not. This must be a new feature enabled by the use of CurseForge. If a modder has these items in their mod, it will only be because they stole them.
This new pack I think will be the first example of essentially a paid mod, but available from Wildcard. At least that is my guess as to how it will be packaged. We will have to wait and see.
Yeah guess we will see how they add it. I would think it would need to be in the base game though so everyone had access to the files and could actually see the train and cowboy hat.

I used to have the same attitude about them 'ruining a dino game with all this tek' until someone asked me "What did you think the Obelisks were?" I didn't really have an answer to that and had to accept that it never was just a dinosaur game.
