[BUG] Raptor Pack Leader

How do you restore the Raptor pack leader buff? My highest level is not the pack leader and cannot vocalize. My 2nd highest level is the leader, and when he vocalizes, only 1x other Raptor gets the Pack Mate buff.

Raptor pack leader is incredibly inconsistent. It clearly is not doing any sort of proximity check for other Raptors, and there also seems to be a problem with Bred dinos not taking over as pack leader, regardless of their level.

This has been bugged since launch, and was a problem in ASE as well. Is there any way to fix this?
