Create your character. Load into the game and then exit from the game. Now change this to (or you can just delete the -dx11):
-dx12
This is what works for me whenever I have this problem (did this all the time the first few weeks, but doesn't anymore).
to fix this you need to enter
ark.VertexCountScaling 1 in the console as soon as you get in.
i copy and paste: r.VolumetricCloud 0 | r.VolumetricFog 0 | r.Nanite.MaxPixelsPerEdge 2 | r.Streaming.PoolSize 0 | ark.VertexCountScaling 1
into the console command the second i get in game. the other commands are just to make the game run at a higher fps but it does make the clouds and fog go away, some people dont like that but id rather have a somewhat higher fps then having clouds and fog enabled just to make it look pretier.
i run everything on medium except foliage qualtity.
disable foliage interaction
and put the disable hlod on on.
further disable interface transitions.
this made my game run. i know its a hassle but its the way it is right now.
also there is an inventory crash. i dont know what causes it and the fixes for it are not working for everyone.

I had the same issues. Now I play through GeForce Now and it's smooth as butter. Just got to have reliable internet.
You left out the last step to set it back to DX12, so it isn't so laggy
I know what you mean about the lag. I ran the game a few days with the -dx11, it was terrible and barely playable. Just use -dx11 for the character creation, later for playing, remove it or set to -dx12.
Game option in steam:
-dx11 -USEALLAVAILABLECORES -sm4 -d3d10 -nomansky -lowmemory -novsync -high
Once in game, i type into the console:
r.VolumetricCloud 0 | r.VolumetricFog 0 | r.Nanite.MaxPixelsPerEdge 2 | r.Streaming.PoolSize 0 | ark.VertexCountScaling 1
Interesting. I'm no expert at any of this, mostly I just repeat stuff I've read in here that seems to work. Apparently the -dx11 turns off some features present in the Direct X version 12 driver that were not available in version 11. This would seem to indicate some type of bug present when those features are used. If you haven't already tried this, you might want to check what version of video driver you have installed and see if it is the latest and upgrade if needed. I suspect as more people play games using UE5, most video cards will get updates to improve how they work. No idea of any time frame for if or when this will happen.
