The next thing I can suggest is a little complicated but I will split it into bullet points.
You will need another dino for this and a way to go to the other side of the map, there are commands like fly and ghost.
1. Mount a different tamed dino.
2. Whistle to make that stuck dinosaur follow. Whistle all if you are unable to single follow. Also may need to move the mounted tame a little bit to trigger the stuck dino to want to move.
3. Dismount the tame and leave both tames where they are.
4. Move out of render distance, so another part of the world very far away.
5. Disconnect. Reconnect.
6. Go back to the tames.
The theory is that the movement of the stuck dino will be calculated by the game while the world around it is not rendered. Meaning when you get back it will have magically teleported to where it would otherwise be.
Obviously can't cheat on official servers or other ppl servers.
