So there are a few guides on how to host your dedicated Server via steamcmd. i used this one: https://www.youtube.com/watch?v=-c6T97wkY38
The important part is, to do the portforwarding and access the server via your public router IP. I tried to do it with my local computer IP, but somehow this wont work.
When you have your server up and running you need to connect to it.
Activate the command line in your settings.
Start a local singleplayer session and open the command line
type: "open yourIP:7777"
for example: open 268.277.15.5:7777
